Proof of payment and filing

The filing notice serves as proof of filing and payment.

The National Bank of Belgium sends this notice within 11 working days following the date of acceptance of the filing, to the e-Box Enterprise of the legal entity to which the document relates.

Once annual accounts have been accepted, it is possible for anyone to consult online them (free of charge) via the Consult application. The possibility to consult annual accounts also constitutes proof of filing.

Procedure to obtain proof of filing and payment

The filing notice serves as proof of filing and payment.

In accordance with Article 3:72 of the Royal Decree of 29 April 2019 implementing the Code of Companies and Associations and Article 2 of the Royal Decree of 29 September 2021 amending the abovementioned Royal Decree with regard to the use of e-Box Enterprise, the National Bank of Belgium shall send a notice of the filing of annual accounts via e-Box Enterprise to the company within 11 working days from acceptance of the annual accounts.

The company concerned must be registered with e-Box Enterprise. More information can be found at www.eboxenterprise.be.

For third-party filers

These are persons holding a power of attorney to act as an agent and file annual accounts on an entity’s behalf with the National Bank of Belgium.

When a third party prepares annual accounts and pays the filing fee on behalf of its client, the amounts paid are considered accounting costs borne by a third party. According to Opinion No 105/2 of the Accounting Standards Commission, costs borne by an agent acting on behalf of a principal, in this case the legal entity whose annual accounts are filed, are considered to have been incurred by the principal, and it is therefore up to the principal to record these costs appropriately in its books of account. The third party may not recognise these expenses as costs, but the “advance” must appear on the assets side of its balance sheet as a claim against the principal. The amount advanced can be recovered from the principal by providing it with an invoice for the cost of preparing the annual accounts, with a separate mention of the filing fees advanced.

A copy of the Notice of filing is also sent by e-mail to the filer, provided the latter’s e-mail address has been correctly entered in its profile in the Filing application.

Third-party filers cannot obtain a duplicate of the Notice of filing for annual accounts filed on behalf of their clients with the National Bank of Belgium.

For all third parties

All annual accounts filed since 1999 and accepted by the National Bank of Belgium are available free of charge via the Consult application. The fact that it is possible to consult annual accounts constitutes further proof of filing.

How can I check whether my company’s annual accounts have been filed?

    When annual accounts are accepted, they are entered in an electronic register. Consult provides an overview of this register.

    Annual accounts filed as from 1 January 1999 are available in Consult free of charge. The fact that it is possible to consult annual accounts constitutes further proof of filing.

    Within 11 working days following the acceptance of a filing, the NBB sends the Notice of filing to the e-Box Enterprise of the legal entity to which the document relates.
