Financial Vehicle Corporations (domain FVC)

Regulation

The European Central Bank developed a regulatory framework for the reporting of statistics regarding Financial Vehicle Corporations engaged in securitisation transactions. This quarterly reporting concerning financial assets and liabilities starts for the reference period end-December 2009.

The text describing the implementation modalities of the reporting for the Financial Vehicle Corporations is laid down in regulation (EU) no. 1075/2013 of the European central bank of 18 October 2013 concerning statistics on the assets and liabilities of financial vehicle corporations engaged in securitisation transactions - (ECB/2013/40). This regulation applies from 1 January 2015 and replaces regulation (EG) no. 24/2009 of the European central bank of 19 December 2008 concerning statistics on the assets and liabilities of financial vehicle corporations engaged in securitisation transactions - (ECB/2008/30) - published on 20 January 2009 in the Official Journal of the European Union.

Reporting population

The reporting population consists of the corporations engaged in securitisation transactions also called Financial Vehicle Corporations. A Financial Vehicle Corporation shall inform the National Bank of Belgium of its existence within one week from the date on which the corporation has taken up business. The National Bank of Belgium establishes a list of reporting Financial Vehicle Corporations. This list makes part of the list of Financial Vehicle Corporations for the eurozone and will be published by the European Central Bank.

Statistical reporting requirements

The Financial Vehicle Corporations shall provide data on end-of-quarter outstanding amounts, financial transactions and write-offs/write-downs on the assets and liabilities on a quarterly basis.

Table 1 and table 2 of annex 1 of Regulation (EU) no. 1075/2013 are specifying in detail the data to be reported.

Timeliness

The deadline for receiving the data by the National Bank of Belgium is at the latest by close of business on the 25th calendar day following the end of the quarter to which the data relate.

Reporting application 

Submission of the quarterly data for statistical reporting shall be done electronically by making use of the NBB-internet application called OneGate.
