Consultation by parties entitled to information

A limited number of persons, referred to as parties entitled to information, are authorised by law to consult the Central Point of Contact for accounts and financial contracts (CPC) database, further to the performance of tasks in the public interest.

In accordance with a strict procedure, a number of parties explicitly designated by law are entitled to access the CPC database (to view the list, click on "Overview of parties entitled to information" below). Consultation can only take place in the context of performance of tasks in the public interest. 

Overview of parties entitled to information

  • Certain officials from the Federal Public Service (FPS) Finance who form part of:
    • the services responsible for auditing income tax or value added tax;
    • the General Administration of Customs and Excise (GAC&E);
    • the collection services responsible for: 
      • tax and non-tax revenue;
      • customs and excise duties;
      • the Code on Registration, Mortgage and Court Registry Duties;
      • the Inheritance Tax Code of the General Administration of Patrimonial Documentation;
      • criminal fines, forfeitures of sums of money, legal costs and contributions;
    • the Treasury Administration;
       
  • Certain magistrates of the FPS Justice:
    • public prosecutors and all magistrates exercising this function;
    • investigating judges;
    • the business courts in the framework of insolvency proceedings; 
    • justices of the peace in the context of the appointment of a conservator;
    • the Central Office for Seizure and Confiscation (OCSC/COIV);
    • State Security and the General Intelligence and Security Service of the Armed Forces (SGRS/ADIV);
       
  • Certain employees of the Flemish Tax Administration;
  • Notaries for the purpose of statements of inheritance;
  • National Chamber of Judicial Officers at the request of the attachments judge;
  • Financial Intelligence Processing Unit (CTIF/CFI).
