In recent decades, a number of events (such as the 2008-2009 financial crisis) profoundly shook the global economic system. Such crises brought to the fore the need for more granular data on credit and credit risks so as to better anticipate and respond to these types of events. To this end, the credit data collection system at European level was thoroughly overhauled and modernised.

Extension of data collection

Regulation (EU) 2016/867 of the European Central Bank of 18 May 2016 on the collection of granular credit and credit risk data (ECB/2016/13), also known as the “AnaCredit Regulation”, required euro area member states to extend the range of credit data collected from financial institutions.

The aim is to provide the European Central Bank (ECB) with additional information needed to set monetary policy, maintain financial stability and carry out macro-prudential supervision. This European-level dataset is intended to ensure better understanding and assessment of potential financial shocks (especially in the euro area).

The AnaCredit Regulation defines not only the types of credit and credit risk data to be collected but also the checks to be carried out before the data are submitted to the ECB. For its part, the ECB is responsible for analyzing and assessing the quality of the reported data. The exchange of data between the ECB and the various central banks belonging to the European System of Central Banks, including the National Bank of Belgium (NBB), ensures that these (information) requirements are met.

Integration of European and Belgian information requirements

To meet the requirements of the AnaCredit Regulation, the NBB developed a new application called BECRIS (Belgian Extended Credit Risk Information System). This system also allows it to meet other requirements pertaining to the collection of corporate credit data for the Belgian financial sector.
