Access to the ERMG survey dataset for relevant scientific research projects

The National Bank of Belgium (NBB) is providing access to the dataset containing individual responses to the various ERMG surveys for relevant scientific research projects, provided that she receives a motivated application that she evaluates positively. Only universities and public institutions that carry out scientific research in the context of their normal activities are eligible to apply.

The ERMG surveys resulted from a collaboration between various federations representing Belgian businesses and self-employed persons (Boerenbond, BECI, NSZ, UCM, UNISOC, UNIZO, UWE, VOKA and the VBO) and the ERMG. The participating federations conducted the surveys among their members. The sample ranged between 2000 and 6000 businesses for each round of the survey and comprised both self-employed workers and small and large firms from the various sectors of activity. The NBB, which supported the ERMG in its work, was authorised by the relevant parties to assess requests from universities to use the dataset from the surveys for scientific research projects and - in the event of a positive assessment - to actually make the data concerned available to the applicant.

The ERMG surveys provide a unique picture of the impact of the coronavirus crisis on Belgian businesses. There were 22 rounds of the survey, which was conducted weekly or fortnightly in the spring of 2020, and monthly from August 2020 to June 2021. The questionnaire was tailored to the current situation and included questions on turnover, online sales channels, teleworking, bankruptcy risk, liquidity problems, funding sources, investment, employment, recruitment problems, supply chain problems and costs. Access is limited to data which do not permit direct identification of the persons or businesses to which they relate. Furthermore, the participating firms do not have a unique identification code such as a VAT number. Consequently, it is not possible to compare the same firm’s answers to the various rounds of the survey.

In case of a positive evaluation of this application by the NBB, an agreement will be concluded between the NBB and the researcher and will include the necessary secrecy and confidentiality stipulations.
