The reports "SII_TAX_IND" (individual) and "SII_TAX_CON" (consolidated) about the "Impact of deferred tax in Solvency II" (circulaire NBB_2020_03) are implemented in OneGate and have been opened in the domain INS in TEST environment (and will be opened in PROD environment before the end of 2020).
The new release of the Solvency II taxonomy (version 2.5.0) is implemented in OneGate and was opened in the integration environment of OneGate (domain INS).
Following the COVID-19 pandemic, for the declarers who would like to benefit from the additional delays mentioned in the communication NBB_2020_09, the reports "SII_AES_COVID", "SII_ARG_COVID", "SII_QES_COVID" and "SII_QRG_COVID" are available in OneGate. These reports only contain the templates with the shortest deadline. The institutions reporting a full report according to the original deadlines, which reflects the strong preference of the Bank and the European authorities, do not have to complete these additional reports.
The "SchemaRef" remains identical as the one in the full report. Only the report code in the administration tag must be adapted. Filing indicators for non-reported templates must be "false".
As mentioned in the protocol, the NBB requests to avoid unnecessary zeros (for all Solvency II reports).
These data increase the size of the files as well as the storage space in databases and can trigger more validation rules, which will automatically and unnecessarily lead to a longer processing time of the report.
Reports with percentage zeroes more than 10% of the reported figures receive a Warning status in OneGate.
The new release of the Solvency II taxonomy (version 2.4.0) is implemented in OneGate and was opened in the integration environment of OneGate (domain INS).
In the context of the reporting of Interest Rate Risk (IRI_IND), the validation rules, applicable since reference date 31/12/2017, were integrated into the XBRL taxonomy (published below under “VAL”).
Whitespaces to start or to end, and more than 1 whitespace between 2 characters, are not allowed in the text fields (string type) in the different Solvency II reports (cfr. filing rules EIOPA).
The new release of the Solvency II taxonomy (version 2.3.0) is implemented in OneGate and was opened in the integration environment of OneGate (domain INS).
In the context of the reporting of Interest Rate Risk (IRI_IND), some validation rules were added in order to improve data quality. They are already applicable since reference date 31/12/2017 onwards and can be consulted below. For the next reference period 31/12/2018, they will be integrated into the XBRL taxonomy.
The new release of the Solvency II taxonomy (version 2.2.0) is implemented in OneGate and was opened in the integration environment of OneGate (domain INS).
Interest Rate Risk (IRI_IND) is a new annual reporting. It is a national extension on the Solvency II taxonomy. The reference date of this reporting is December 31, 2016 while the deadline for reporting is June 30, 2017. The report is available in the test environment of OneGate (domain INS).
The new release of the Solvency II taxonomy (version 2.1.0) is implemented in OneGate. This taxonomy will be published in the integration environment of OneGate (domain INS) by the end of October.

Technical documentation

This section is dedicated to the quantitative, structured reporting of the Solvency II framework in XBRL format, as defined by the European Authority EIOPA as well as the national extension on the Solvency II reporting, namely Interest Rate risk reporting.

The XBRL declarations in OneGate must comply with a number of technical requirements, which differ from one report to another.

This section provides an overview of the latest status of these technical requirements as imposed by the National Bank of Belgium, in close relation to the relevant technical specifications of EIOPA.

The National Bank of Belgium puts its OneGate testing environment at the disposal of its supervised undertakings. Please consult regularly this section to retrieve the latest version of the requirements.

All links to the necessary documents like taxonomies that describe the precise XBRL syntax of the declaration are available in the table below. The taxonomy links refer to the latest version on the website of EIOPA. The column “documents” contains the relevant information with regard to the OneGate reporting protocol.
