Open Strategic Autonomy: How will the EU increase its capacity to act autonomously? And what will be the implications?

In recent years, the international order, based on the principles of economic openness and integration, has been increasingly challenged by geopolitical tensions. The US-China trade and technology war, the restrictions during the Covid-19 pandemic, Brexit, and the Russian invasion of Ukraine have all disrupted the free flow of goods, services and capital.

In this context, the EU has been developing its own Open Strategic Autonomy or OSA approach, which aims at increasing the EU’s capacity to act autonomously when and where necessary and with partners wherever possible. The recent speech of Commission President von der Leyen, on de-risking rather than decoupling, has highlighted this agenda.

The European System of Central Banks has set up a dedicated workstream to analyse the implications of these developments. The resulting report was published  was published in April of this year.

We have the pleasure of inviting you to the presentation of the OSA report by the ECB’s Director General for International Affairs, Isabel Vansteenkiste. She will be introduced by NBB Vice-Governor Steven VanackereDennis Essers from the NBB’s Economics and Research department will add some observations.

There will be opportunity for Q&A and a certificate of attendance is available if required.

Language: Presentation will be given in English. There will be no simultaneous translation.
