ELLIPS
is a non-profit institution, which has its registered office in the
National Bank of Belgium, boulevard de Berlaimont 14, 1000 Brussels.
The board and the general assembly are composed of representatives
of the participating banks. The NBB chairs both the decision-making
bodies. The NBB runs the system and assumes the daily management on
a contractual basis between the NBB and ELLIPS. The banks own the
software for the application. The NBB therefore performs a threefold
role in ELLIPS:

assumes the
daily management on a contractual basis and fully recovers the
costs;

is the
president of the board and the general assembly;

is a
participant in the system.
This
institutional pattern balances the interests of both parties, the
central bank and the banking sector.
