What is the CSSR?
The National Bank of Belgium provides declarants with a totally secure Internet collection application. This application is called CSSR (Central Server for Statistical Reporting) and allows companies to complete statistical declaration forms either by encrypting data directly or by downloading files.

This application is available at the following website http://www.nbb.be/cssr.


In order to safeguard the confidentiality of the data transmitted, the National Bank of Belgium proposes two access methods:
- access with the aid of a user code and password;
- access with the aid of an electronic certificate which guarantees an even greater level of confidentiality.

 
Which access key should be used?

The CSSR application does not allow an electronic certificate and a user code for the same declarant to be used simultaneously.


 
How are access keys requested?
  • Access with the aid of a user code and a password
    You can request a user name and password via access.cssr@nbb.be. Please give the following information:
    - your company number;
    - the name of the company;
    - the name and telephone number of the contact person;
    - the domains which you wish to access, (if known);
    - production or pre-production access.

    For the reporting "Balance of payments" the user code and password are automatically sent by post to the declarants when they are informed of their obligation to submit declarations. There is therefore no need to request them.

  • Access with the aid of a third-party electronic certificate
    The CSSR application recognises Globalsign, Certipost and Isabel electronic certificates. These are the same certificates that are used in e-Government applications such as Intervat, Finprof, Dimona, DMFA and DRS.
    These certificates are available from the following suppliers:
    • Globalsign: http://www.globalsign.be
    • Certipost: http://www.certipost.be
    • Isabel: http://www.isabel.be
    These suppliers deliver their certificates, against payment, once the persons making the request have been authenticated. An on-site visit with the identity card is therefore generally required.

    When connecting to the CSSR application, the declarant chooses the option entitled "identification procedure using an electronic certificate" and must therefore insert a copy of his electronic certificate. If the electronic certificate is being used for the first time, the declarant must complete a questionnaire and will be given access to the application in the following hours. An e-mail will confirm that access has been granted. Should the certificate have already been registered, the declarant will be granted immediate access to the application.

Can access rights to electronic declarations be delegated?
The CSSR application allows declarant companies to delegate their access rights.
It is possible to delegate in two ways:
  • Internal delegation (short-term)
    Internal delegation means that a company must attribute passwords to some of its employees. This delegation may be useful when the declarations concern several different entities in a company. Using the password which it has received from the National Bank, the company can set its own passwords and grant access to different persons in the company for different declarations. This internal delegation is managed by the company itself, directly in the CSSR application.
  • External delegation – third-party declarant
    When a company uses a third-party declarant (accountants, trustee company, etc.) to prepare its declarations, it may decide to grant the declarant access to the CSSR application. There are two options open to the company: either the company itself grants a password, which amounts to granting an internal delegation, or it sends a proxy request (F - N) to the following address:

In this case, the third-party declarant may use its password or personal certificate to access client data. The company may unilaterally revoke this authorisation at any time.

 
What should be done if the username/password is lost and/or forgotten?
If the username or password is lost or forgotten, the declarant must contact the CSSR application access administrator at the following address:
